It is imperative that we should consider the two simultaneous controls of particle contamination and VOC pollution under different operating conditions. Its optimal operating program making-decision will involves many indexes such as quantified information and qualified information, which fail to be quantified. Therefore, the optimal making-decision for operating program belongs to gray situation decision problem. Contamination control is taken as an event, the different operating program as countermeasure, situations are then set up. A new method for optimal operating program in contamination control is presented by using effect measure to unify measured indexes with gray situation decision.
