Heating Cost Allocation in China and Study on a Kind of New Allocation Procedure

Heating Cost Allocation (HCA) systems are combinations of heat allocation devices and allocation procedures. It is designed to allow the energy costs in central heated buildings to be shared fairly among the building occupants basing on the amount of energy used. With great effect on energy conservation and environment protection, HCA has been developed rapidly in China since the mid-1990s and still booms presently. In this paper, HCA development process of HCA in China was introduced in general, and its currently status were described in particular. At the same time, taking account of the discrepancy of building envelopes and heat transfer among building apartments elaborately, a novel heating cost allocation procedure was presented. This method employees online calculation of the heat transfer of the building envelopes among apartments, thus ensure the fairness of the allocation among residents.
